Une meilleure qualité de vie pour les Roms en Bulgarie
Les Roms constituent la plus grande minorité ethnique de Bulgarie. Un grand nombre d’entre eux sont exposés à l’exclusion sociale, à la discrimination, à la pauvreté et au chômage. Leur accès à la formation et aux soins médicaux est entravé par des obstacles sociaux, culturels et économiques. Avec sa contribution à l’UE élargie, la Suisse soutient des projets visant à améliorer les conditions de vie des Roms en Bulgarie.

- Projects are ongoing in 6 municipalities (Burgas, Ruse, Sliven, Montana, Plovdiv and Shumen). They are well on track, even though there are some delays in the infrastructure activities in Sliven and Plovdiv.
- Seven adjacent smaller municipalities are also beneficiaries to the project: Malko Tarnovo, Zvezdets and Sredets (partners to Burgas), Gabrovnitsa (partner to Montana), Vetovo, Ivanovo and Borovo (partners to Ruse), Kuklen (partner to Plovdiv) and Ivanski (partner to Shumen)
- Educational mediator is officially recognized as a profession and included in the National Classification of Occupations and Posts.
- Amendment proposals to the Healthcare Law were drafted; the envisaged changes may further incentivize the function with definition of a fair salary scale.
- Bulgarian languages classes provided in most of the municipalities are producing quick-win results in terms of integration in the primary education of Roma children.
- More than 4700 people increased their healthcare awareness through campaigs and consultations on different topics (reproductive health, family planning, human trafficking prevention, child health and immunization).
- More than 400 kids had pediatric check-ups and 524 kids had medical screenings at schoolMore than 1500 women and.
- future mothers improved their health state by passing gynecological and antenatal exams.

Contexte |
There are between five and seven million Roma in Central and Southeast Europe. Since the fall of communism and the dismantling of Yugoslavia, their situation has dramatically deteriorated. Often victims of stigmatization, they are systematically excluded from the society. A majority of Roma lacks access to employment, medical care and education. The low school enrollment of Roma children prejudices their integration into the labor market and causes more serious problems, such as crime, migration and ghettoization. |

Entre 700 000 et 800 000 Roms vivent en Bulgarie, ce qui correspond à près de 10 % de la population du pays. Il ressort du dernier recensement officiel de 2011 que ce groupe de population n’est nullement homogène, et qu’il compte de nombreux sous-groupes ethniques, dont la langue maternelle peut être entre autres le bulgare, le romani ou le turc. Les Roms n’ont souvent pas d’assurance maladie ou ne sont pas suffisamment informés de leurs droits en matière de prestations de santé. Le fait que les enfants roms ne parlent souvent pas ou mal le bulgare rend leur accès et leur intégration au système scolaire difficile.
La Suisse soutient la Bulgarie dans la mise en œuvre de sa stratégie nationale pour l’intégration des Roms (2012–2020). L’objectif de la stratégie est d’intégrer les membres de la communauté rom à la population bulgare, en réduisant la pauvreté et l’exclusion sociale des communautés roms marginalisées. Un accent spécial est placé sur la facilitation de l’accès à l’éducation et à la santé. La stratégie vise par ailleurs à lutter contre les préjugés et les discriminations de la population bulgare majoritaire à l’égard des Roms.
Collaboration étroite avec les municipalités
Pour garantir une intégration durable, la Suisse collabore étroitement avec les ministères bulgares des affaires sociales, de la formation et de la santé. Le programme repose sur une approche globale, destinée à permettre la reconnaissance et l’intégration sociale des Roms. Il porte sur les domaines de la santé et de l’éducation, mais également sur la promotion de l’identité culturelle des Roms et leur acceptation dans la population bulgare. Les mesures et les projets visés dans le cadre du programme seront réalisés dans six communes : Sliven, Burgas, Ruse, Montana, Plovdiv et Shumen. Pour assurer un effet durable, la responsabilité de la mise en œuvre des projets a été confiée à ces municipalités.
Favoriser l’éducation et le développement de la petite enfance
La Suisse s’emploie à améliorer l’accès des enfants roms à l’éducation et à favoriser leur intégration sociale dans le système scolaire national. Son attention se porte avant tout sur le développement et l’éducation de la petite enfance, nécessaires pour préparer les enfants à leur scolarisation, ainsi que sur la prise en charge périscolaire et l’organisation de cours de soutien scolaire. Les projets menés par la Suisse visent à améliorer les performances scolaires des enfants roms, afin d’abaisser sensiblement le taux d’abandon scolaire et de permettre à ces élèves d’accéder à l’enseignement secondaire ou à la formation professionnelle, ce qui doit leur donner à terme de meilleures perspectives d’embauche. Les communes bulgares travaillent avec des ONG locales et des médiateurs éducatifs appartenant aux communautés roms. Jouissant de la confiance des parents, ces médiateurs jouent un rôle essentiel puisqu’ils sont mieux à même de les convaincre des avantages d’une fréquentation régulière de l’école par leurs enfants. L’un de ces projets a en outre permis d’agrandir une école primaire de Burgas surtout fréquentée par les enfants du quartier rom limitrophe de Pobeda. Dans les communes de Sliven et de Montana, les travaux de construction de deux nouveaux jardins d’enfants ont par ailleurs commencé. De cette manière, près de 240 enfants des communautés roms auront la possibilité d’apprendre le bulgare dès la petite enfance et de préparer ainsi leur entrée à l’école.
La santé, gage d’une meilleure qualité de vie
Des médiateurs de santé, faisant partie du système de santé bulgare, jouent également un rôle majeur dans le domaine de la promotion de la santé. Ils dispensent des conseils sur des thèmes de santé variés et effectuent un précieux travail de prévention de differentes maladies. Ils font office d’interface entre la population rom et les services de santé, et assument une fonction d’intermédiaire importante dans ce contexte. Des centres médicaux de santé primaire sont en outre mis sur pied dans les communautés roms ségrégées, comme celle de la ville de Montana.
