The youth employment programme for Somalia aims to create employment opportunities for youth between 15 and 24 years through vocational education, enterprise training, and the rehabilitation of infrastructure in high potential sectors of the economy. The programme is embedded in a state building and stabilization perspective and recognizes that Somali youth are essential for the recovery and growth of Somalia, but could also be a destabilizing force if ignored.

Contexte

After decades of civil conflict, Somalia is at a “turning point” in terms of political and security developments, as well as commitment from the international community for a sustainable resolution of the protracted crisis.  With the establishment of the Federal Government in 2012, Somalia has entered a new phase of peace- and state-building efforts. Nevertheless, the situation remains extremely fragile and conflictual with Somalia heading the global fragile states index and having the lowest human development indicators in the world (after South Sudan). The economy is mainly dominated by the informal sector with an estimated 70% of the population living with less than 2 USD and 43% with less than 1 USD a day. This high poverty levels coupled  with extremely high un-/ under-employment rates among youth, makes youth a huge and underutilized resource for  economic development and for peace building. However, there are tremendous challenges to sustainably engage this vast pool of productive capacities to bring the Somali economy forward and to offer the youth an improved livelihood perspective through enhanced (self-) employment opportunities. Among them are the lacking competiveness of the private sector to absorb the huge number of under-/unemployed youth, the lack of literacy and market oriented skills of the youth to become (self-)employed, and the lack of competencies and capacities of the public sector to provide the framework conditions required to address youth unemployment.

Objectifs

The overall goal of the programme is to revitalize the Somalia economy through livelihood enhancement, employmement generation and broad based inclusive growth.

  • Youth between 15 and 24 years benefiting from vocational training and short and longer term employment.
  • Private sector actors along high potential value chains benefiting from capacity building, skilled labour and rehabilitated infrastructure.
  • Ministries of the Federal Government of Somalia and regional authorities benefiting from capacity building to provide better public services.

 

 

Effets à moyen terme

  • Improved long-term potential for growth, productivity and employment by tackling the key constraints of six value chains in various sectors, including agriculture, fisheries and livestock, leading to at least 2000 sustainable jobs.
  • Enhanced longer-term employability of 20'000 youth through basic literacy, numeracy, life-skills, vocational and business training in sectors with high growth and employment potential.
  • Productive infrastructure rehabilitated trough labour intensive and short-term jobs for 30’000 youth.

Résultats

Principaux résultats attendus:  

  • Capacities of public, private and academic institutions enhanced to undertake value chain analysis and to identify and implement key interventions.
  • Key interventions implemented to improve long-term potential of value chains for growth, productivity and employment (e.g. access to business development services and finance; access to technology).
  • Curricula developed for occupations identified by value chain analyses and vocational, business and life skills training provided.
  • Capacity of TVET providers assessed; provision of training of teacher and managers of TVET institutions; provision of equipment etc.
  • Capacity of ministries and other institutions enhanced to collect, store, and analyze labor market data and to implement youth employment programming.
  •  One “one-stop-center” in Mogadishu and 3 satellite centers in other urban areas developed to provide training.
  • Projects to rehabilitate productive infrastructure implemented (e.g. feeder roads, canals, water catchments, erosion/flood control, markets).
  • Capacities of local authorities/communities/private enterprises enhanced to implement infrastructure projects.

 


Principaux résultats antérieurs:  

No previous phase but project launch in September 2015 with several months of delay. Progress achieved until now:

  • Establishment of project management unit and Steering Committee (PSC); 18 months work plan approved and implementation started.
  • Completion of 3 Value Chains analyses.
  • Mapping of training providers in Somalia conducted and development of 3 vocational education curricula in progress. Around 1000 youth received initial trainings.
  • Training of ministries and local authorities started.
  • 5’000 youths had access to short term employment by rehabilitating water catchments, roads etc.
  • Establishment of  one-stop youth centre in Mogadishu.
  • Securing of programme funds of USD 16.2 mio.(without Swiss funds).
