Networked Carbon Markets


The World Bank initiative Networked Carbon Markets (NCM) intends to establish services and institutions that are needed to connect heterogeneous and fragmented climate mitigation efforts, within countries and between them. NCM is focused on collaboratively designing and operationalizing a blue print to achieve this.

Contexte Already today about 40 countries and more than 20 cities, states and provinces use carbon pricing mechanisms such as emissions trading systems and carbon taxes or are preparing to implement them. The NCM initiative has a long term vision and seeks to address the question, 'what services and institutions are needed to connect heterogeneous carbon pricing approaches and enable cross-border trade in a future international carbon market?'. It is proposed that the NCM Initiative’s three year work plan would be financed through the Carbon Finance-Assist (CF Assist) Multi-donor Trust Fund, of which SECO has been a member since many years.
Objectifs To help countries have enhanced access to state#of#the#art knowledge and tools on climate finance, carbon pricing and emission markets, which will empower them to pursue a low carbon, climate resilient development pathway.Enabling comparability and linkage of climate actions, through an independent assessment framework and supporting infrastructure, catalyzes: large scale investment in low carbon actions- more ambitious climate actions- more emissions reduction at a lower cost.

Résultats

Principaux résultats attendus:   New methodologies for assessing climate actions.Communities, private sector and government with increased capacity to use mitigation action assessments for enabling comparability and linkage of climate actions.Practically demonstrate effective ways to compare and link heterogeneous climate actions, uncovering potential issues, institutional requirements and generating lessons learned.A transparent framework for assessing climate actions provides the basis for enabling comparability and, eventually trade of carbon assets.
