Contexte |
Generally, urban water supply in Tajikistan is in bad condition due to the lack of maintenance since the break-up of the Soviet Union. This project is part of a larger EBRD Water Programme in Tajikistan which is being implemented in 20 secondary cities in Tajikistan, and in Khujand. |
Objectifs |
The overall objective is to improve the living conditions and economic opportunities for the population of the secondary cities of Istravshan (57'000 inhabitants), Panzhakent (43'000), Shakhriston (36'000) and Zafarobod (65?500). This includes access to water and waste water treatment respectively, as well as better hygiene. |
Effets à moyen terme |
The objectives of this project are to (i) rehabilitate the (drinking) water supply systems in the four participating cities- (ii) support commercialisation of individual water companies by improving billing and collection efficiency as well as financial and operational management- (iii) enhance awareness of water related issues among the population- and (iv) support water sector reform in line with the inter-ministerial National Policy Dialogue. |
Résultats |
Principaux résultats attendus: The municipal distribution network (more than 60 km) is refurbished- 14,000 water meters are installed- the water supply system is rehabilitaed and, where appropriate, selective waste water improvements are made. The financial and operational performance of the water companies will improve to a level necessary to operate the whole water supply system sustainably. Necessary long term investments in the water and waste water systems are identified, planned and closely coordinated with the government. The customers are billed according to actual consumption and are informed about hygiene issues, tariffs, water meters and water conservation. Consumers, in particular public sector entities, pay their water bills. |
