Development Effectiveness Activities and Focal Point Development Effectiveness (DE)

At the beginning of the 21st century, it became clear that it was important to look not only at the quantity, but also at the quality of Official Development Assistance (ODA)

A series of international High Level Meetings initiat­ed by the OECD-DAC and held in Rome, Paris, Accra and Busan helped improve aid relationships between donors, developing countries and a range of other important development actors.

This process induced a paradigm shift from aid effectiveness to effective development cooperation which is reflected in the new multi-stakeholder architecture of the now institutionalized “Global Partnership for Effective Development Cooperation”, established at the High Level Meeting in Busan in 2011.

The Busan Partnership document highlights a set of common principles for all development actors that are key to making development co-operation effective. Switzerland endorsed the document and as a consequence, the Dispatch on International Cooperation 2017–2020 complies with the commitments made.

Improved effectiveness of Switzerland’s development co-operation through  mainstreamed Development Effective-ness and strengthened link to the 2030 Agenda within SDC. 

Switzerland has maintained its policy influence in the GPEDC. Global Partnership Initiative is established as knowledge broker, facilitator of inter-regional exchange, formulator of relevant policy advice and natural partner to the GPEDC. The GPI contributes to the objectives and the four work streams of the GPEDC.

Principaux résultats attendus:  

• Switzerland has improved its DE indicators  according to the Global Monitoring
• Switzerland is part of the GPEDC’s Steering Committee
• Development Effectiveness objectives are integrated in the South Cooperation’s annual objectives and will be monitored
• GPI Results and Mutual Accountability: INFFs , including planning financing linkages have improved in participating partner countries; concept of mutual accountability clarified

Principaux résultats antérieurs:  

• Development Effectiveness objectives have been spelled out in the 2017 objectives for SDC’s South Cooperation and will be monitored.
• The FP DE’s engagement as a Co-chair of the Global Partnership Initiative Results & Mutual Accountability (GPI R&MA) with its pilot programme on enhancing the use of country results frameworks in the context of the 2030 agenda was a success. Over 20 countries in Asia, Africa and Latin America participated and developed a number of policy recommendations that were presented to the political level during the HLM2 of the Global Partnership for Effective Development Cooperation (GPEDC) in Nairobi late 2016.
• The financial support to and direct collaboration with the Joint Support Team in New York as well as in Paris, and the direct and informal access to the GPEDC co-chairs has been useful to effectively work in the GPI R&MA and for the positioning of Switzerland as an important partner.
• Switzerland has been asked to become Co-chair of the GPEDC after the NL were phasing out.
