Financial contribution to the World Bank Trust Fund Global Evaluation Initiative (GEI)

Switzerland is supporting the newly created Trust Fund Global Evaluation Initiative (GEI). Through coordination and providing quality services, the GEI aims at strengthening monitoring and evaluation systems in developing countries for improved evidence-based policy making for better achieving national and global (SDGs) goals. Switzerland is committed to provide access to its partner countries and partner organizations to this initiative.

Contexto In an increasingly interdependent and complex world, it is becoming more difficult to plan, implement and evaluate development cooperation measures. In addition, monitoring and evaluation (M&E) systems and capacities in developing countries remain weak. In the long-term, progress towards the SDGs and national goals will require stronger M&E capacities and systems. Therefore, the SDC contributes to the Trust Fund GEI, which aims at better global Evaluation Capacity Development coordination and strengthening of evaluation capacity building in partner countries to build a critical mass of evaluation competence. The added value of the SDC is its long-term engagement, proven with its previous M&E partners, such as the International Program for Development Evaluation Training (part of the new Trust Fund). The SDC will act as a front runner using its role strategically in the establishment of the Trust Fund, also with the aim of bringing new donors on board. In the steering board, the SDC will focus on the access of its partner countries to the Trust Fund, as well as on topics such as climate change, leave no one behind and gender – which are also priority topics of the GEI.
Objetivos Contribute to the improvement of monitoring and evaluation systems, capacities, and use in emerging, developing and fragile economies (EDFEs) for improved evidence-informed policy making and ultimately, to the implementation of national goals and the SDGs.
Grupos destinarios

Direct target groups

Group 1: National, sub-national and regional government institutions in low income countries and countries affected by fragility, conflict and violence, including SDC partner countries.

Group 2: public agencies, M&E-related stakeholders in academia, evaluation practitioners, managers, young evaluation professionals, member of Voluntary Organizations for Professional Evaluation, civil society, NGOs, private firms, including SDC partner organizations.


Indirect (end) target groups

The end goal of efficient and sustainable M&E systems leading to evidence-based policy making on national and sub-national levels will ultimately have a positive impact on all citizens of EDFEs – especially the most vulnerable groups

Efectos a medio plazo

1. Better understanding and valorization by governments and other stakeholders in EDFEs of the role of M&E in evidence-informed decision-making.

2. Better capacity of governments and other stakeholders in EDFEs to conduct evaluations (tailored to national needs and priorities) and manage and use M&E frameworks to develop more relevant and effective policies and programs.

3. Better evidence resulting from M&E frameworks and quality evaluations made publicly available.

4. Increased willingness to use evaluative evidence for decision-making and adaptive management in policies and programs.

5. Better access by civil society and citizens in EDFEs to evaluative evidence, leading to more effective citizen engagement in public policy.


Resultados previstos:  

1. Governments and other stakeholders in EDFEs better understand the role of M&E in (evidence-informed) decision-making, organizational learning and accountability.

2. Governments and other stakeholders in EDFEs are capable of coordinating and conducting evaluations and of managing and using M&E systems for (evidence-informed) decision-making, organizational learning and accountability.

3. Governments and other stakeholders in EDFEs have better M&E organizational frameworks, processes and systems in place to support (evidence-informed) decision-making, organizational learning and accountability.

4. Regulatory and policy environment in place that helps practitioners and decision-makers to produce and use evaluative evidence more effectively.

5. Governments and other stakeholders in EDFEs use M&E knowledge products and attend knowledge events.

Coordinación con otros proyectos y actores The GEI coordinates and unites ECD actors and initiatives under one umbrella, such as IPDET and CLEAR, who profited from SDC’s support until recently. Other projects/actors: Better Evaluation, PIFED, Independent Evaluation Offices of UN Organizations and MDBs.
