Switzerland’s Engagement as Co-Chair of the Pooled Fund Working Group 2022-2023

In July 2022, Switzerland took over the co-chair of the Pooled Fund Working Group (PFWG) for one year. The PFWG brings together the partners of the Country Based Pooled Funds (CBPFs) to set the strategic direction of the CBPFs. The Swiss objectives supported by this proposal are to ensure that localization is understood and practiced consistently across CBPFs, to increase the sharing of experiences and best practices among CBPF fund managers, and to broaden the CBPF donor base.

Contexto

A CBPF is established when a new emergency occurs. CBPFs allow donors to pool their contributions into single, un-earmarked funds to support local humanitarian efforts. This enables humanitarian partners in crisis-affected countries to deliver timely, coordinated and principled assistance. In 2021, OCHA received USD 1.13 billion for 20 CBPFs, of which Switzerland contributed USD 31 million.

Since July 2022, Switzerland is the co-chair of the PFWG for a year. The PFWG brings together the partners of the CBPFs to set the strategic direction and management of the CBPFs. The priorities of the Swiss PFWG co-chair is to ensure that localization is understood and lived consistently in all CBPFs, to increase the exchange of experiences and best practices amongst CBPF Fund Managers and broaden the CBPF donor base.

Efectos a medio plazo

A)    Meaningful participation of local actors: local actors are effectively contributing to PFWG processes and discussions.

B)    Physical participation of local actors: local stakeholders are enabled to physically participate in meetings and the field trip of the PFWG.

C)    Global Pooled Fund Managers Workshop (GPFMW): Dialogue and exchange of experiences from different funds is strengthened, and a common understanding of key strategic priorities and challenges for CBPFs is established. 

Resultados

Resultados previstos:  

A)    Meaningful participation of local actors: A consultant accompanies and facilitates the preparation process of local actors’ participation into PFWG meetings and facilitates the bi-annual meeting itself.$

B)    Physical participation of local actors: The travel, visa and accommodation costs of local actors participating in PFWG meetings and field trip are covered.

C)    Global Pooled Fund Managers Workshop: The GPFMW is hosted by Switzerland and participants (CBPF managers and deputy managers, OCHA’s Headquarters) share experience and exchange best practices from their respective contexts.

Coordinación con otros proyectos y actores The support to the PFWG co-chair’s priorities is complementary to SDC’s efforts to support a peoplecentred and localized humanitarian response (OCHA strategic plan 2023-2026 and the Grand Bargain caucus on the role of intermediaries).
