Providing sustainable access to modern and climate friendly energy services to households, health centres, schools, and small enterprises improves the lives of beneficiaries through, for example, reduced indoor air pollution; improved access to information and communication; enabling of revenue generating activities; and enhanced quality of public services; all while reducing CO2 emissions. The Energising Development Partnership (EnDev) is an impact oriented donor partnership supporting energy access.

Contexto
An estimated 1.2 billion people (corresponding to 16% of the global population) do not have access to electricity and more than 2.7 billion people (corresponding to 38% of the world’s population) are using solid biomass for cooking, typically on open fires. The lack of access to modern energy services compromises health, educational and economic development and contributes to environmental problems and climate change.
In December 2004, the Netherlands Ministry for Foreign Affairs and the German Federal Ministry for Economic Cooperation and Development (BMZ) launched a partnership on Energy Access, called Energising Development (EnDev) Partnership. Progressively, more donors have joined the Partnership, namely Norway, the UK, Switzerland and Sweden. The partnership has provided sustainable access to modern energy services to more than 17 million people in developing countries between 2005 and the end of 2016.

 
Objetivos The overall goal of EnDev is to improve the lives of members of low income households and to enhance the capacity of social institutions to deliver quality services by providing access to modern and low carbon energy services through the support to the Energizing Development (EnDev) Partnership. Providing access to sustainable and climate friendly energy services at the same time contributes to combating climate change through the mitigation of CO2.
Grupos destinarios The target group of EnDev are low income households, social institutions, and small enterprises in urban and rural areas of selected countries in Africa, Asia, and Latin America.
Efectos a medio plazo The access to modern energy technologies and services of poor households, social institutions and Small and Medium Enterprises (SMEs) in selected developing countries has sustainably improved.
Resultados

Resultados previstos:  

Infrastructure to deliver modern and climate friendly energy services, namely:

  1. improved stoves for cooking and heating
  2. access to grid electricity
  3. solar pv systems for social institutions and private households
  4. access to mini-grid electricity
  5. biogas for cooking and heating


Resultados de las fases anteriores:   Since late 2012, the Global Programme Climate Change and Environment (GPCCE) has contributed to the Energising Development (EnDev) Partnership with the amount of CHF 9 million aiming to facilitate access to modern energy to 375’000 persons. EnDev has provided access to modern energy services to over 12 million persons since 2010, the corresponding share for SDC’s contribution being estimated at around 467’000 persons.
EnDev has successfully piloted new methods of aid delivery such as Result Based Financing (RBF). It has proven to be an effective channel of influencing the global policy agenda setting in the off-grid and cooking sector by providing first hand implementation experiences to the policy process.

Coordinación con otros proyectos y actores The initiative can draw on the GIZ knowledge and administrative infrastructure. The Partnership in itself is a mechanism to coordinate different donors. EnDev has a Governing Board constituted by funding agencies.
EnDev coordinates with a range of international initiatives in the energy access topic. EnDev collaborates with the private sector and NGOs in its implementations.
