Pakistan: Floods 2022 Event Analysis, Swat


Pakistan experienced heavy rains and high temperatures during the monsoon season 2022. This caused major floods and resulted in losses of lives and damage across the country. Flash floods in the mountainous terrains of Swat Valley washed away entire road sections, bridges and other infrastructure. Switzerland’s contribution with the Event Analysis will provide learnings for better preparedness for future disasters and allow to derive concrete "build back better" measures.

Contexto More than 33 million people have been affected by the 2022 floods in Pakistan and over 1600 people lost their lives. Many homes and infrastructure have been destroyed. Flash floods in the mountainous areas of Swat Valley (northern parts of Khyber Pakhtunkhwa) washed away entire road sections, bridges and other infrastructure. Pakistan’s Post Disaster Needs Assessment supported by ADB, EU, UNDP and WB estimates at least USD 16.3 billion for reconstruction and rehabilitation. The remote area of Swat Valley is especially vulnerable to natural hazards and often neglected by the international community. As the Government-led reconstruction is going, learning from the 2022 flood events is crucial to get an understanding on how the event unfolded and what are the flood related risks in the new situation.
Objetivos Support the protection against flood risk of the population of Swat Valley, Khyber Pakhtunkhwa Province of Pakistan.
Grupos destinarios

Primary: Pakistani National Disaster Management Authority and the Provincial Disaster Management Authority of Khyber Pakhtunkhwa province.

Secondary: to a wider extend the population of Swat Valley.

Efectos a medio plazo

1)    Swat Valley authorities and stakeholders have a basis for improved risk governance.

2)    Relevant Pakistan experts have an improved knowledge of Event Analysis.

Resultados

Resultados previstos:  

1)    A structured overview of main events and damages in Swat during the 2022 monsoon season (Outcome 1);

2)    OP2: Summarized information and explained impact chains on understanding on how the events unfolded (Outcome 1);

3)    An overview of the main flood related risks in the new situation and recommend DRR measures (Outcome 1);

4)    2 -3 on-the-job trained key Pakistani experts in conducting Event Analysis (Outcome 2).


Resultados de las fases anteriores:  

In Phase 1 and 2 approx. 33’000 persons benefitted from the SHA project:

-    WASH: 16 water supply schemes repaired providing water to 28’000 persons;

-    Education: 11 schools repaired benefitting 1’400 pupils;

-    Access: 8 river crossing providing school children and villagers access to schools and other infrastructure;

-    4 Cash for Work schemes (roads/pathways rehabilitations) providing immediate income to 1’800 persons (200 workers and their families).
