E-Governance for Accountability and Participation (EGAP), Phase 3
Digital transformation of Ukraine’s public administration significantly contributed to its resilience in the critical war conditions. Switzerland will consolidate its support to Ukraine in promoting innovative digital tools as amplifiers of democratic reforms in socially important sectors, catalysts of sustainable recovery and effective service provision to citizens and the private sector.

- The Government introduces digital transformation approaches into the target reform policies aligned with the EU accession process.
- Partner ministries introduce digital solutions for efficient and transparent service provision.
- The Government ensures broad awareness raising and digital skills development for citizens to be able to equitably benefit from e-services.
- Target local governments are capacitated to stably provide public services in an inclusive manner.
- Local governments are engaging citizens in online and offline initiatives to foster community cohesion.
- The Digital Community concept is consolidated, integrated into the policy documents, and implemented in the target regions.
- Over 60 e-services both at the national and regional levels were launched with EGAP support.
- Most broadly used services like eBaby, business registration, residence registration, COVID certificate, electronic sick leave were used over 35 million times.
- Over 500,000 private entrepreneurs have registered online due to the fully automated business launch service that takes only 2 seconds.
- More than 500 communities (35% of the total number) and 2 million citizens use e-democracy tools developed with EGAP support.
- 27 Administrative Service Centers can provide services during blackouts thanks to the installed energy independence systems based on hybrid solar power plants. This initiative won a contest of the UN Global Compact.
- 43 regional and local digital transformation policies adopted to ensure systemic reforms.

In the third year of the war, Ukraine faces severe challenges to its economic stability, demographics, and social welfare, necessitating urgent innovative strategies to cope with these conditions. Further intensification of reforms, also required for the EU accession, becomes a critical precondition for a continued resilience of the state, its ongoing recovery and further development. Digitalization has proved to be a key amplifier of Ukraine’s reform process, as well as an effective tool for provision of inclusive and accessible public services. Over 20 million Ukrainians use Diia, benefitting from over 130 online public services. During the acute crisis, digital documents and services secured for millions of refugees and IDPs an access to state services provided in a human-centric manner. This became possible due to a profound digital transformation of the government administration under the lead of the Ministry of Digital Transformation supported by international partners, notably by Switzerland through its Program “E-Governance for Accountability and Participation” (EGAP). |
