Democratization in support of integrated, sustainable development

Promoting democratic values is essential to inclusive governance. The equal participation of all population groups increases the likelihood of fair and balanced development that benefits everyone. Efforts are made to curb corruption and the abuse of power, minimising the risk of frustration and political confrontation. Promoting democracy is one of Switzerland's foreign policy priorities. 

Democratisation is a key concern for the SDC, which aims to promote community involvement and responsible government action. By enabling different population groups to have an equal say in political life and determine issues that affect their daily lives, diverse interests can be represented, supporting broad-based decision-making. This lends greater legitimacy to political processes and creates a climate of shared responsibility for implementation. Other key democratic principles include power-sharing, checks on power, accountability, the rule of law and equality before the law.

Switzerland supports both democratic institutions and democratic processes, promoting interaction between the mutually reinforcing democratic forces that shape the political system. Promoting gender equality and equal participation and protecting disadvantaged communities are key priorities for Switzerland. In meeting its commitments, Switzerland works from a politically informed perspective, supports solutions that are appropriate in the context and builds on existing structures. It works on the basis of democratic values rather than any specific model.

Democratisation is crucial to inclusive, sustainable development, but it is also an end in itself, ensuring that civil and political rights are upheld and other fundamental social, economic and cultural rights are respected. Democratisation can also contribute to the de-escalation of violent conflicts.

Résilience Communautaire Transfrontière en Afrique de l’Ouest

01.01.2023 - 31.12.2025

Avec l’expansion d’actes d’extrémisme violent en Afrique de l’Ouest, l’accroissement d’actions de proximité dans les espaces transfrontaliers (abritant 80% des conflits) devient un impératif. La Suisse engagée depuis 2015 dans le développement transfrontalier au Sahel, a acquis de l’expérience dans l’apport de solutions appropriées. La présente intervention vise à renforcer cet engagement dans le couloir sahélo-côtier Burkina-Faso, Niger, Côte d’Ivoire, Ghana, Togo et Bénin.


Contribution to implementation of SCTM Strategic Plan

This contribution will support the Standing Conference of Towns and Municipalities (SCTM) to implement its cross-sectoral strategic plan, promoting decentralization, good governance and local governance reforms and assisting the implementation of the Serbian Government’s Local Government Reform Programme. SCTM will improve capacities of local governments (LG) to act efficiently, accountably, in the best interest of citizens, and defend LG interests at the central level.


Fondation Kantha Bopha – Dr med. Beat Richner

01.01.2023 - 31.12.2027

Switzerland has supported the Kanta Bopha Hospitals since 1995. Today they have become of systemic importance in the Cambodian health system, and provide comprehensive pediatric services to 8 out of 10 severely sick children in Cambodia. In this last phase, Switzerland will support the Hospitals setting up a system to sustainably access health care reimbursements through social health insurance. In parallel the core financial contribution is phased out.


Support to the UN Convention to Combat Desertification UNCCD

More than 100 countries are affected by desertification, and 42% of the world’s poor live in these areas, posing a serious challenge to sustainable development. The United Nations’ Convention to Combat Desertification works at avoiding, reducing, and reversing desertification, linking sustainable land management to social and economic development. Switzerland, Party to the Convention, provides a core and an additional voluntary financing to specifically contribute to common priorities.


Resilient culture & art for social change

Culture and arts play a key role to promote Palestinian identities, dialogue and freedom of expression. Switzerland contributes with this proposal to a diverse, innovative and more resilient cultural sector able to foster democratic values and voice the needs and aspirations of the civil society. The programme employs art as entry point for social dialogue and builds the entrepreneurial capacities of emerging artists in partnership with Qattan Foundation and Welfare Association.  


Contribution to non-state local governance actors

The project is a contribution to and a strategic partnership with the Coalition of three major non-state actors in the promotion and strengthening of local governance in Kyrgyzstan. They will be financially and technically capacitated and empowered to play their role in advancing local democracy and local governance for the benefit of people in Kyrgyzstan. The partnership builds on over 10 years of Swiss support in local governance in Kyrgyzstan as well as on ownership by the government.


DEPAC 3 - Programme d’appui à la décentralisation et à la participation citoyenne

01.11.2022 - 31.10.2026

La Suisse promeut la décentralisation au niveau national et appuie les collectivités territoriales de quatre régions du Burkina Faso. Dans un contexte marqué par une insécurité croissante, elle renforce leur capacité à faire face aux urgences, à développer la cohésion sociale et la participation citoyenne et à offrir des services de base de qualité aux populations. Ce programme de type nexus contribue à prévenir l’extrémisme violent et à stabiliser le pays, dans l’intérêt de la Suisse.


Appui à la Fédération Nationale des Communes Tunisiennes et mise en place du Fonds Municipal de Compétence Générale

Le projet vise à appuyer le processus de décentralisation en Tunisie en renforçant le rôle de la Fédération Nationale des Communes Tunisiennes (FNCT) en tant qu’acteur de soutien aux communes et de plaidoyer politique pour la décentralisation. Dans le cadre de ce projet, la FNCT va appuyer techniquement et financièrement 17 communes pilotes dans la mise en œuvre de leurs plans de développement locaux. Il s’agit d’une contribution à un projet financé par l’Union Européenne. 


Citizen Security

01.09.2022 - 30.06.2024

The program supports the Security Ministry and the National Police of Honduras in professionalizing institutional processes with a focus on human rights and gender as well as on community policing. In the Gulf of Fonseca and La Mosquitia, the program consolidates local coordination mechanisms for violence prevention involving justice and security sector actors, local governments and civil society. During the exit phase, the aim is to institutionalize the achieved results.


Support to the UNDS Reform 2022-2025

Switzerland has been a champion of the UN Development System (UNDS) Reform since its inception. In 2020, Member States confirmed the reform’s direction and provided new impetus. This intervention will strengthen the oversight of Members States over the progress of the reform, support system-wide evaluations and institutional learning and provide funding for joint action to deliver collective results across the UNDS at country level to accelerate the 2030 Agenda implementation.


PHRASEA - Programme d’Hydraulique Rurale – Appui au Secteur Eau et Assainissement

Moins de la moitié des nigériens ont accès à l’eau potable et moins d’un tiers utilisent des services d’assainissement et d’hygiène de base. Les entités décentralisées, en charge de fournir le service public de l’eau et de l’assainissement, manquent de ressources. À travers PHRASEA, la Suisse les appuie à assumer leurs fonctions, ainsi améliorant les conditions de vie de la population. Cette troisième phase va consolider l’approche décentralisée et ancrer les bonnes pratiques au niveau national à travers le fonds hydraulique.


Soutien au Dispositif National de Sécurité Alimentaire -PRESA-

Malgré l’excédent céréalier enregistré durant ces deux dernières décennies, l’insécurité alimentaire touche près du ¼ de la population du Mali. La DDC veut renforcer les capacités institutionnelles et organisationnelles du dispositif national de sécurité alimentaire en vue d’améliorer la prévention et la gestion des crises conjoncturelles et accroître la résilience des populations vulnérables à l’insécurité alimentaire et nutritionnelle.
