Background

The consequences of the Covid-19 are devastating: according to OECD figures, as many as 150 million additional people are expected to be pushed into extreme poverty by 2021. The disruption caused by the pandemic is compounding pre-existing trends of deepening inequalities, deteriorating working conditions and climate change.

As the international community vows to build stronger, more inclusive and fairer societies and economies, the OECD Development Centre provides an inclusive space where OECD and non-OECD countries can discuss, as equal partners, the different development paths, innovative policies and forms of international cooperation.

Objectives

The overall goal of the OECD Development Center is to contribute to improved well-being through sustainable, inclusive growth and poverty reduction in developing and emerging countries.

Switzerland’s institutional objectives with the OECD Development Center are to 1) foster plateforms that allow for  inclusive dialogues between OECD Members and non-OECD Members on development related public policies; 2) to foster complementary with the OECD Development Assistance Committee (DAC)  and other relevant OECD entities to maximize knowledge sharing and learning on development challenges and opportunities.

Target groups Development Center Members’ countries (26 OECD and 29 non-OECD countries).
Medium-term outcomes

-    To identify and frame issues critical to the development dialogue;

-    To provide influential and evidenced base analysis;

-    To mobilize and translate relevant expertise available globally and within the OECD support non OECD decisions makers;

-    To mobilize practical development knowledge and experience to inform and influence OECD thinking.

Governments’ knowledge and capacity to incorporate migration and remittances into developing countries’ and development partners’ national strategies and international cooperation strategies supported.

Competitive economies:

Increased government understanding on how to decarbonize fossil fuel production, while smoothing the transition to a low-carbon economy and a more sustainable energy mix.

New perspectives for development:

Enhance understanding of the new global economic context and related challenges and of countries’ policies and priorities, with a view to increase the coherence and positive impact of policies and of engagement

Regional and national analysis:

Improved quality and comparability of national statistics, especially on revenues and expenditure, to help governments assess their revenue sources and implement better fiscal policies.

Results from previous phases:

The publication of the Global Report of the Social Institutions and Gender Index (SIGI) and of the SIGI Regional Report on Eurasia provided a comprehensive database on discriminatory practices against women in social institutions.

Four Policy Dialogues on natural resources based development contributed to identify policy options to harness natural resources, especially extractives. The Dialogue resulted in the publication of the Guiding principles for durable extractive contracts and policy papers on the role of sovereign and strategic investment funds in the low carbon transition.

Two Policy Dialogues on Migration and Development and the KNOMAD report on policy coherence for migration and development contributed to a better understanding of the economic contribution of immigration in developing countries.

The Multidimensional Country Review of Vietnam informed Vietnam’s 2021-203 Socio-economic development strategy.
