On the impact level, SDC-HA shall continue to support UNHCR in implementing communal infrastructure as a means to gain access on addressing protection issues in an area where both sides, the Army as well as the insurgents are contributing to large number of IDPs resulting in a humanitarian crisis. In terms of impact on objectives to the principal beneficiaries in geographical terms, UNHCR has not yet been able to fully reach the core areas to protect the civil society, but is in process of building up trust with the Authorities. SDC’s and NRC’s new engagement in the Southeast recognises and is evidence to the fact that tangible deliveries with technical quality standards require expertise UNHCR commonly does not have. On outcome level, the results of an improved quality and quantity of rural community infrastructures and the support of an increased international presence in the field will enhance the protection of the civilian population, in particular women and children in the area and possibly prepare a conducive situation for a voluntary return of refugees from the camps in Thailand. The project output is to construct rural infrastructures (10 to 13 primary schools, water supplies, rural Sub Health Centres) in the Southeast through a partnership framework with UNHCR, while SDC formally continues its efforts to obtain NaTaLa’s consent to sign a MoU thus being one of their additional direct implementing partners.
