Climate Change Adaptation in Mountains

Mountain societies and ecosystems are highly sensitive to climate change and adaptation measures are needed to increase their resilience. The programme will harness Swiss expertise and generate knowledge on climate change impacts and adaptation solutions in mountains on the global level. It will feed expertise into regional science-policy platforms and global policy frameworks to advance adaptation planning, for the benefit of vulnerable mountain communities.

Hintergrund Given the unprecedented speed and magnitude of climate change in mountains, adaptation strategies and practical solutions have to be implemented urgently to support mountain communities to conserve, restore and sustainably manage the key ecosystem goods and services on which their livelihoods depend. At present, there is a gap in both the understanding of climate induced changes and its impact on human livelihoods in mountains and the development and mainstreaming of appropriate adaptation solutions.
Ziele The overall objective of the programme is to increase knowledge on climate change and appropriate adaptation solutions in mountains and feed it into science-policy platforms for informed decision-making in national, regional and global policy processes, in order to increase the resilience of mountain communities and ecosystems to climate change.
Zielgruppen

The programme targets as its first priority policy and decision-makers responsible for climate change adaptation in developing countries with mountain regions, that will benefit from increased knowledge on climate change impacts and CCA solutions in their regions. Another important target group are scientists which will get access to additional data and get space in policy-dialogue platforms. Implementers of CCA solutions are the third target group, which will benefit from the collection of proven solutions and the community of practice around them.

The ultimate beneficiaries are vulnerable mountain communities in which resilience to climate change is strengthened through implementation of adaptations solutions.

Mittelfristige Wirkungen

Outcome 1:  Improved availability and use of mountain observation data and information services support regional and global knowledge products on climate change impacts in mountains

Outcome 2: Mountain CCA is integrated into planning and policy processes of regional bodies and their national constituencies as the result of strengthened science-policy dialogue platforms

Outcome 3: Knowledge on CCA solutions in mountains is strengthened and capitalized at the national, regional and global level

Outcome 4: Major global policy processes are taking CCA in mountains into account

Resultate

Erwartete Resultate:  

·    Mountain observation regional platforms are established in major mountain regions and local monitoring data is made globally available

·    Regional science-policy platforms on CCA are strengthened in 4 mountain regions and nurture policy dialogue on climate resilience

·    CCA solutions in mountain areas are collected on the global level and made available on an online platform, supported by a community of practice around the implementation of the suggested solutions

·    Synthesized knowledge products on CCA solutions in mountains are developed and shared at the global level

·   Guidance documents on how to integrate CCA in National Adaptation Plans, and in the monitoring of the Sendai Framework and the 2030 Agenda are elaborated and shared


Resultate von früheren Phasen:  

Climate Change Adaptation (CCA) can provide a triple dividend: avoid economic losses, increase resilience and deliver social and environmental benefits. The rate of return on investments in CCA is high, with estimated cost-benefit ratios ranging from 1:2 to 1:10.

The recent establishment of regional platforms for sustainable mountain development, notably in the Andes, the Hindu Kush Himalaya, the Caucasus and in Africa provide opportunities for in-depth science-policy dialogues, with the potential for evidence-based policy influencing and the establishment or strengthening of structures for national and regional governance of mountain areas. SDC can draw on extensive own experiences in sustainable mountain development, as well as on cutting-edge knowledge of its Swiss partners.
