Allocation of SDC Funding to ICRC Operations in 2016

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises. SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence.

Allocation (Cash) of SDC Funding to UNICEF emergency Operations in 2016

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of addressing underfunded crisis in a more predictable manner. SDC funding to UNICEF emergency programmes in 8 underfunded emergency situations allows UNICEF to better plan its assistance programmes and proactively respond to situations as needed. Moreover contributions will not be thematically earmarked except in Chad (WASH) and in Syria (SHARP).

Small Actions Credit Line

Switzerland is active in Yemen since 2007 in an increasing difficult humanitarian context. Having closed its Cooperation Office for security reasons Switzerland is continuing its engagement with a new focus on WASH, but after the Saudi Arabia led military intervention in March 2015, more generally on emergency projects. The small actions credit line is (1) a quick responding instrument to activities that address a clear humanitarian need and (2) covers costs of services that contribute to the security and safety of the Swiss personel on mission.

Institutionalisation of the Field School approach

SDC and FAO have been instrumental in promoting the Farmer Field School (FFS) approach in Eastern Africa and SDC is recognized as the key donor in harmonization and policy mainstreaming of the approach that serves more than 10’000 groups in the region. Its sustainability will now be further enhanced by setting up a regional FS knowledge hub that provides support to further integrate it in public and private extension service providers.

OCHA - Support to Yemen's Humanitarian Pooled Fund

The Yemen Humanitarian Pooled Fund (YHPF) replaced the Emergency Response Fund (ERF) in February 2015. The YHPF aims to promote a strategic and coordinated response towards the highest humanitarian priorities of the Humanitarian Response Plan (standard allocation) or due to acute emergency needs (reserve allocation). It provides funding for projects of national and international NGOs, UN agencies as well as IOM and Red Cross/Red Crescent organizations.

Strengthening of International NGO Coordination

Yemen is facing a dramatic humanitarian crisis. Switzerland’s support of the International Non-Governmental Organization Forum (INGO F) aims at improving the capacities of INGOs to deliver humanitarian assistance. After the closure of the Swiss Cooperation Office but still maintaining a substantial programme the Forum is an important partner and entry point to the humanitarian system in Yemen. Supporting the Forum since 2011 Switzerland is interested in a longer-term partnership and the Forums’ sustainability through increased commitments of its members.
