These funds increase Switzerland’s financial contribution to the Pamir Private Power Project Phase III (PPPP III) to a total of USD 11.88 mio. The project builds on previous work to address energy challenges in GBAO by the Swiss and Tajik Governments in cooperation with the Aga Khan Development Network through its subsidiary "Pamir Energy" Company.

Gorno-Badakhshan Autonomous Oblast (GBAO), also known as the Pamirs, is a remote, mountainous and the least developed region in Tajikistan. During Soviet times, over 70% of energy was provided by diesel generators powered by imported fuel from Russia. After the collapse of the USSR and subsequent Civil War in Tajikistan (1992-1997), only 13% of households were receiving electricity for less than 12 hours and with frequent interruptions.

SECO and Pamir Energy cooperate since 20 years to rehabilitate the hydropower facilities and improve the operation and maintenance of the energy infrastructure with the aim to provide reliable, affordable and clean energy for the population of the Pamir region.

Nowadays "Pamir Energy" supplies electricity 24/7 to 98% of the population of GBAO. In addition, Pamir Energy is now also able to supply electricity to over 1,000 households as well as hospitals, schools, and businesses in neighboring Afghanistan.

As H.E. Ambassador Martin Saladin noted: "Today more then ever, in view of climate change and of a global energy crisis, the provision of reliable, affordable and clean energy is a vital backbone for economic development and the livelihoods of people. With the signature of this Agreement, Switzerland reiterates its commitment to the long-standing cooperation with Tajikistan on this topic of highest importance."
