Background

Since the outbreak of violence in Syria in March 2011, the humanitarian situation has continuously deteriorated. The civilian population is suffering from armed violence, human rights violations and lack of access to food, water, shelter and direly needed medical assistance. Over 4.25 million people are internally displaced, staying mainly in public buildings and schools. Due to the insecurities, people continue to flee from Syria into the neighbouring countries, where 2 million Syrian refugees are registered and/or assisted by host governments and humanitarian agencies.

Objectives

The capacity of UN agencies and their implementing partners is strenghtened to meet emergency and prolonged displacement needs of Syrians as well as otherwise vulnerable and hosting populations.

With the secondment of 5-8 Swiss experts to UN-agenies, the following outputs will be achieved:

  • Technical support and advice for the provision of shelter in camp and non-camp setting for vulnerable displaced persons.
  • Technical support and advice and strategic planning on activities in the area of WASH (camp and non-camp settings).
  • Technical support for a multi-sector and multi-stakeholder strategy for cash-based response for IDPS, refugees and hosting communities.
  • Technical support and advice for the protection of the most vulnerable population, including children and youth.

Medium-term outcomes

  • Response to emergency and longer-term shelter needs is strengthened.
  • Response to emergency and longer-term WASH needs is strengthened.
  • Cash-based response for shelter, non-food, food items and other essential needs is enhanced.
  • Response to meet protection/child protection needs is strengthened.
