In Somalia and Kenya, implementing projects requires constant security analyses and information to access the beneficiaries and ensure the security of the implementing staff. By supporting NGO safety programmes in both countries SOC contributes to adequate analysis, advise and training allowing the operational NGOs to mitigate risks and improve access to beneficiaries, while benefiting itself from this information to strengthen its context knowledge and secure its own missions/operations.

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of addressing underfunded crisis in a more predictable manner. SDC funding to UNICEF emergency programmes in 10 underfunded emergency situations allows UNICEF to better plan its assistance programmes and proactively respond to situations as needed.

OCHA is responsible for bringing together humanitarian actors to ensure coherent response to emergencies and facilitates the work of operational humanitarian agencies in the field. SDC aims to support OCHA in delivering its core functions in humanitarian coordination, advocacy and policy development. Therefore, SDC seeks to provide support to OCHA field offices in relevant humanitarian contexts, in line with SDC geographic and thematic priorities.

The HRF and CHF are pooled funding mechanisms established respectively, in Ethiopia and Somalia, to provide rapid and flexible funding to respond to humanitarian emergencies and priorities. In Somalia, the prior humanitarian focus on seasonal emergencies is phasing out with a new emphasis on resilience programming – reflected in the introduction of a 3-year CAP in 2013. In Ethiopia, the HRF is not geared to respond to chronic problems but engages in disaster risk management and early recovery interventions.

Increase access to maternal and neonatal Health Care Services

This project will expand and construct 4 health facilities maternal sections in the Banadir Region and also supply them with essential medicines and equipment, train health care staff and undertake intensive health education programmes. The second part of the project seeks to strengthen Organisation of the Islamic Conference (OIC) coordination activities by seconding an IRS staff to the OIC who will bring the Islamic and Middle East humanitarian and development agencies together to collaborate and coordinate closely during their interventions in Somalia.
