Support to the DPCG (Development Partners’ Coordination Group) Secretariat in Rwanda


Switzerland and the UK, in an effort to facilitate a broad and fruitful development policy dialogue in Rwanda, will dedicate financial resources towards a UNDP support to the line ministry in charge of aid coordination. It entails, on the one hand, carrying out analytical research leading to evidence-based policy decision, and, on the other hand, the efficient management of the Development Partners’ Coordination Group (DPCG) Secretariat.

Contexte

The Government of Rwanda takes seriously its role in the framework of the Aid Effectiveness discussion since the Paris Declaration. A country with tangible development progress, Rwanda streamlines foreign aid in an effective and sometimes directive fashion. The DPCG is at the core of development dialogue and deserves to be equipped both with human and financial resources for best results.

Objectifs

Key policy dialogue fora in Rwanda, namely, the Development Partners Coordination Group, the Development Partners Retreat and the well-established system of aid management and mutual accountability revolving around Rwanda’s Aid Policy and Donor Performance Assessment Framework (DPAF) are adequately equipped with human and financial resources, leading to an development-effective and accountable use of foreign aid.

Effets à moyen terme

1: Enhanced GoR capacities to reinforce national leadership and ownership of aid effectiveness (coordination, harmonization, alignment and mutual accountability)

2: Strengthened GoR capacities to effectively mobilize external resources based on strategic priorities of investments and financing needs from non-traditional sources

3: Strengthened capacity of MINECOFIN and other institutions to carry out and disseminate evidence-based policy research and devise effective M&E systems

4: National Human Development Reports, MDGs/SDGs, EDPRS2 and other reports produced, disseminated and understood by all.

Résultats

Principaux résultats attendus:  

Revision and update of the Aid Policy and Aid Policy Manual in line with Financing for Development agenda and Busan Partnership Agreement;

Supporting the engagement of CSOs in the development agenda and policy dialogue;

Integration of the DAD and the IFMIS to ensure better capture of ODA on budget;

Study on barriers specific to Rwanda to access innovative sources of finance; putting in place the right institutional framework and other mechanisms required to tap into these sources and generate them (e.g. green bonds, air levies, etc.);

Follow-up research on the remittances strategy;

Training on private sector financing options and the new PPPs law for the PSF stakeholders and planned visits to Development Financial Institutions (DFIs);

Follow-up work on the philanthropy partnership and outreach strategy (potential areas: regulatory framework, incentives to work in Rwanda);

Trainings of EFU and other MINECOFIN staff on innovative sources of finance and on partnering with philanthropic organizations;

And in-house technical assistance and support to EFU and DPCG Secretariat.

The Swiss contribution to this program will focus on the in-house technical assistance and support to the relevant Ministry and DPCG Secretariat underlying all outcomes, while the UK support will focus on the analytical and reporting work underpinning outcome three and four above.

In the absence of a solid bilateral diplomatic channel (which the Swiss Ambassador is mandated to revive around the 2 topics “SDG’s” and “UPR Process”), the DPCG remains the only option for coordinating with the GoR and other development partners around development issues
