Support decentralisation Western Province

Since August 2002 SDC has been supporting the implementation of the decentralisation policy in Rwanda with the aim to “contribute to the democratization, the fight against poverty and the promotion of peace”. The added value of this 5th phase lies in the possibility for SDC to further sustain the achievements made so far in the decentralisation support. The main beneficiaries are primarily the population of the four districts and their local governments as well as RALGA (Rwandan Association of Local Government Authorities) and NDIS (National Decentralisation Implementation Secretariat) on national level. The risk of losing political goodwill in Rwanda is mitigated by conducting this short 5th and final phase combined with adequate communication measures towards the Rwandan partners. The risk of endangered proper implementation of the SDC financed projects due to still lacking capacities of local governments will be mitigated by working with relevant local institutions mandated for advocacy like RALGA and NDIS to assist the districts as well as to closely monitor project implementation.
