Embassy of Switzerland in Mozambique Launches Tender for Local Governance and Land Registration Project

The Embassy of Switzerland in Mozambique has announced a public call for tenders to implement the Local Governance of Land & Natural Resources (LAGO) project. This initiative, aligned with Mozambique's 2022 Land Policy, seeks to empower local communities by facilitating land registration and integrating it into district land registry systems.

The project, set to begin in June 2025, aims to strengthen governance, establish accessible spatial data infrastructure, and ensure equitable redistribution of resource revenues to local communities. Interested organizations are invited to request the tender document and submit proposals by 17 January 2025.

The Embassy of Switzerland in Mozambique, as part of its bilateral cooperation in the area of governance, has launched a public tender to select one or more partners to develop and implement the project ‘Local Governance of Land & Natural Resources (LAGO)’ in Mozambique.

The project aims to implement the new Land Policy (2022) to strengthen the efforts of local communities to register their land and integrate it into district land registry systems. The first phase of this project is scheduled to begin in June 2025 and will run for four years, until May 2029.

This initiative will establish an accessible and functional district spatial data infrastructure for the production, sharing, publication, and use of geospatial data. At the same time, the project will collaborate with local authorities, communities, and justice actors to assert land rights and effectively utilize the benefits of natural resource exploitation. Mozambican law requires the state to redistribute a specific percentage of tax revenues from resource exploitation to local communities (20% for forest and wildlife resources and 2.75% for mineral resources).

Technical and financial proposals must be submitted in English by email no later than 17 January 2025.
