RBCM - Solidar Suisse Resilience Building in Central Mozambique

Project completed

After having provided emergency relief and recovery support (response to Idai 2019, Chalane 2020, Eloise 2021), Solidar Suisse is assisting climate change and conflict related displaced persons and host communities in Central Mozambique with durable solutions mainly in the sectors of water, sanitation and hygiene (WASH), housing, and agricultural production, thus increasing resilience and enabling the beneficiaries to resume a normal life.

Background Solidar Suisse is implementing assistance in the two most cyclone Idai affected provinces of Manica and Sofala. In 2021, 93,000 displaced persons are still living in resettlement sites with limited access to essential services. January 2021, cyclone Eloise brought again destruction. More than 160’000 persons have been directly affected. About 43’000 persons in 73 temporary accommodation centres or resettlement sites are still in need of permanent shelter. The internal conflict in Central Mozambique has also triggered displacement and basic needs are not met. Peace is still fragile and the reintegration process of ex-combatants (Disarmament Demobilization and Reintegration-DDR process) of the so-called “Junta Militar” is a slow process.
Objectives Alleviate suffering and strengthen the resilience by providing inclusive response, recovery, reconstruction, livelihood assistance to persons affected by natural disasters and armed conflicts. 
Target groups Final beneficiaries are around 5’800 vulnerable families (Internally Displaced People, host communities, ex-combatants) that will benefit of improved WASH, shelter and food security and are enabled to sustain their basic livelihood needs. Around 1’200 families will benefit of improved resilience to future natural disasters. 
Medium-term outcomes

Outcome 1: Persons, families and communities affected by disasters (particularly after Cyclone Eloise, January 2021) and armed conflict (particularly the conflict in Sofala and Manica) receive assistance to cover their WASH, Shelter, Food-Security/Livelihood and Protection needs.

Outcome 2: Durable, inclusive and sustainable solutions provided to persons and families affected by natural disasters and armed conflicts in Central Mozambique Region helping them to sustain their own livelihood and reintegrate normal life.

Outcome 3: Increased Disaster Risk Reduction (DRR) capacities of communities and local Government Institutions in Central Mozambique.

Outcome 4: Solidar is better prepared to provide rapid response and humanitarian assistance after major disasters or crisis in Mozambique and the Southern African region.

Results

Expected results:  

1)    2,388 families (11,940 persons) receive WASH, Shelter and food security assistance

2)    Durable solutions assistance for at least 3,343 families (16,595 persons)

3)    DRR and improved preparedness for 3 communities (river monitoring systems for an early warning system) preventing from floods (around 1’200 families equivalent to 6’000 persons).

4)    8 emergency response trained staff at Solidar Suisse and crisis cell active. Contingency planning at Solidar implemented.
