Decentralisation in Mozambique plays an important role in the process of national reconciliation, democratisation and the establishment of a suitable framework for social and economic development. SDC has been supporting 5 small municipalities in the North since 2000 through the PADEM Program. The joint SDC/SECO Cooperation Strategy 2007-2011 seeks to capitalise on this experience and formulates the ambition to “prepare the ground for a national program for support to municipal development through the intermediary step of a multi-donor program”. The present proposal represents a joint undertaking by three agencies that up to now supported municipal development individually: the Danish Embassy in Mozambique, the Austrian Development Agency (ADA) and SDC. This program will support the development of thirteen municipalities in the Centre and North of Mozambique and four central level institutions.
