Implementation Maputo Peace Accord

As chair of the Contact Group, mediator and main donor to the peace process in Mozambique, Switzerland has played a key role so far, leading to the successful Peace Accord (MPA) between the ruling party (Frelimo) and the opposing party (Renamo) in August 2019. It will continue this engagement with the support of the implementation of this Agreement which focusses on Disarmament, Demobilisation, and Reinsertion (DDR) of the ex-combatants and reconciliation and enhanced decentralisation. 


RPSA COVID-19 Response

SDC will provide to Zambia, Lesotho, Tanzania, Zimbabwe and Mozambique urgent assistance to support health facilities to cope with COVID-19 pandemic. In Zimbabwe, it will also help the food aid delivery system by increasing distribution points so that safety conditions are respected. By Investing in a strong COVID-19 response as a first mover, SDC safeguards its previous investments and long-term development outcomes in these countries. 


Safeguard Young People – Sexual and Reproductive Health and Rights

The UNFPA Safeguard Young People programme contributes to the reduction of HIV infections and improved sexual and reproductive health and rights of young people (aged 10-24) in eight Southern African countries. It supports the adoption, domestication and implementation of regional policies and helps increase young people’s knowledge, skills, agency, and equitable access to integrated HIV/SRHR services. The SYP leverages one of Switzerland’s 15 priority multilateral organizations to achieve the Swiss goal of wide regional impact.


Strengthening Agro-biodiversity in Southern Africa (SASA)

While governments have regional and national seed policies favourable to commercial certified seed production, these are restrictive on farmers’ seed systems that are diverse and resilient. The project capitalises on Swiss regional experiences on supporting seed systems in Southern Africa. This will include the empowerment of civil society, farmers’ organisations and governments in developing inclusive agricultural policies that ultimately contribute to sustainable use of agricultural biodiversity and improved well-being of smallholder farming communities.


Decentralization for Inclusive Development

Switzerland played an important role in mediating the Maputo Peace Accord, ending 20 years of conflict between the Frelimo government and Renamo. As part of the negotiations, the country’s constitution was amended, so that provincial governors (and later district governments) will be elected instead of appointed. The intervention supports the decentralization reform through enhancing the quality, sustainable financing and accountability of services for approximately 1 million people in Northern Mozambique.


Accountability in Health & Agriculture

While governments have translated regional policies on Food Security and Sexual and Reproductive Health and Rights (SRHR) into national policies, these are poorly implemented and the public lacks capacities to act effectively upon them. The project will improve the accountability and gender responsiveness of public resource management and complement the ongoing Swiss funded projects in ensuring that policy/advocacy work developed at national, regional and global levels is disseminated and implemented by relevant SADC and governmental institutions.


Civil Society for Social Cohesion

01.01.2019 - 31.12.2024

Lack of political pact on power sharing and misallocation of national resources generate exclusion and regional asymmetries intensifying potential conflict and fragility. The project to be implemented by three civil society organization will deepen social cohesion in the three conflict-volatile provinces in Northern Mozambique, promoting meaningful civic engagement of youth and women in political and socio-economic spaces and citizen centric accountable governance. It builds on Switzerland’s experience in contributing to a peaceful society, leaving no one behind, strengthening the social contract and by developing a joint future. 


Scaling Up Youth Employment in Agriculture Initiative

Education systems in Southern Africa do not prepare youth for work; they cannot access or create economic opportunities and ignore the available options. The project will scale up in Southern Africa a model already tested by Switzerland in Tanzania. It will improve (self)-employment of 20’000 young women and men in Zimbabwe and Zambia by strengthening their skills and matching them with existing job opportunities, thereby contributing to the implementation of youth policies in-country and regionally.


Anti-corruption and Accountability

Based on the relationship of trust between Switzerland and Mozambique and specific Swiss expertise and interest to tackle economic crime and recovery of assets the program will reduce corruption in Mozambique by strengthening the capacity of 1. Government institutions to effectively tackle corruption, economic crime and recover stolen assets 2. Civil society organizations to influence the public and the private sector for improved transparency and accountability.


Advancing Land Use Rights

Competition for land in Mozambique is sharply increasing. Despite favourable land legislation for the protection of interests and rights of the local communities the concretization of these rights is still precarious. SDC’s program supports the realization of these community rights to land and its benefits through institutional development, strengthening dialogue and practical collaboration between local government, civil society and private sector in order to contribute to a more inclusive and sustainable development.


Multi-Country Investment Climate Program

The Multi-Country Investment Climate Program (MCICP) supports investment climate reform advisory in a total of 20 SECO partner countries. It is implemented by the International Finance Corporation (IFC), a globally recognized leader in this field.


Tax Reform Common Fund Mozambique, Phase III

01.01.2013 - 31.12.2021

This project supports Mozambique in its effort to increase domestic financing in parallel of receiving budget support in order to become less dependent on foreign aid. Mozambique shows a strong growth performance in the last years, underpinned by a strong tax collection.
