Kerala visit paves way for improved public service delivery in UB City

Representatives from the Municipality of Ulaanbaatar (MUB) travelled to the Indian state of Kerala in April 2018 within the scope of Urban Governance Project to learn from the experiences of Kerala Institute of Local Administration (KILA) in establishing and running a capacity development system for local governments.

The study visit has provided an opportunity for MUB delegation to get firsthand insights into approaches and processes used by KILA to train civil servants and generate ideas about applying KILA’s best practices into the development of a training framework for MUB civil servants. KILA has shared its experience of organizational development as well practical tips on the conduct of training needs assessment, development of training modules, professionalization of trainers, monitoring and evaluation of training efforts, etc. Field visits to local government offices provided an opportunity to meet civil servants who had benefitted from KILA’s trainings and learn how their enhanced capacities contribute to effective functioning of decentralized governance in Kerala.

The visit was well organized and I benefitted from seeing the practical approach that KILA utilizes to develop content and how the Institute institutionalizes its trainings. I was impressed by the sheer capacity of KILA, and I hope to integrate numerous components, such as concurrent evaluations, within our own training system,” explained Mr. Ganbold Unench, Head of Public Administration of the Municipality of Ulaanbaatar.

Following the visit to India, the Mongolian delegation has developed a draft policy paper outlining the training framework for MUB civil servants that reflects insights gained at KILA. In September, with continued LOGIN support, MUB finalized the policy paper, which will be presented to the Capital City Local Council before the end of 2018. If approved with earmarked funding, it would represent a milestone in MUB’s ambition to create a comprehensive training system for around 4,000 municipal civil servants, and thus, improve the quality of public services provided to citizens.

Urban Governance Project is a component of the Governance and Decentralization Programme-II supported by the Swiss Agency for Development and Cooperation which aims to improve MUB’s capacity to plan and deliver public services and investments in ger areas of Ulaanbaatar in response to priorities voiced by citizens. The project is implemented since 2015 by the Asia Foundation in collaboration with MUB.
