Many localities in Moldova suffer from low level of water and sanitation public services. By joining the ongoing “Modernization of local public services“ program designed to reduce regional disparities in service delivery, SDC has the opportunity to up-scale its successful decentralized water and sanitation models through integrated regional platforms. SDC will support the water supply infrastructure in 3 villages in the south of Moldova and the capacity building of local and regional water supply service providers.

Strengthening the Institutional Framework in the Water and Sanitation Sector in Moldova

Poor governance is the key bottleneck in the Moldovan water sector, which jeopardizes long-term sustainability of past investments, and hinders new Investments to extend access to drinking water for all. With this project, SDC will improve the steering and management of the sector as well as the performance of key sector institutions, through working directly with the national institutions on sector capacity development, integrated water resource management, and a comprehensive water information system.

Contribution for the Population and Housing Census in Moldova

The only population census in Moldova after independence was carried out in 2004. The second census is to be held in 2014. Considering the weak capacities of the National Bureau of Statistics in this area, the Government of Moldova requested external support. The population and household census will provide the Government of Moldova with much needed data for informed policy-making. It will also provide SDC with sound bases for shaping the new programme on Migration & Development and ensuring a more efficient planning, implementation and steering of the Water and Health programmes.

Moldova - Making the Most of Migration

Moldova pays great social costs as a result of high outward migration. The potential benefits of migration remain underexploited. Migrants are not involved in the development of their home communities, they do not have access to trusted investment opportunities, and the private sector fails to develop tailor-made products and services for migrants. Switzerland supports Moldova in creating a favorable environment for leveraging migrants' human and financial capital for the development of their home country.

Contribution to Confidence Building Measures Program in Transnistria – Promoting Confidence in the Health Sector

Transnistria is the breakaway region situated in the eastern part of Moldova, between Nistru River and the border with Ukraine. A Confidence Building Measures Program (CBM) launched in 2009 by the EU and UNDP aims at facilitating the settlement of this unresolved issue. Swiss support to the health component of the CBM allows improving the access to quality, evidence-based and cost-efficient perinatal care and immunization, extending the reforms in the mother and child health sector in Moldova to Transnistria.

Regionalization of the Pediatric Emergency and Intensive Care Services in Moldova

Despite improvement over the last years, the infant mortality rate in Moldova is still more than double compared to the European Union average. With this project Switzerland is pursuing the support to the Republic of Moldova aiming at increasing the efficiency of the pediatric emergency healthcare in Moldova. At the end of the project, all children aged 0-18 in Moldova will have access to high quality pediatric emergency services. In addition, awareness on how to prevent accidents and on the correct procedures in case of an emergency will be raised at the community level.

Support to Strengthening Governance and Policy Dialogue in Health Sector in Moldova

To advance the Moldova health sector reform agenda, a strong stewardship/governance is needed, which requires adequate capacities to carry out this function effectively. The project is a joint effort of SDC –WHO, which will support the elaboration of a research agenda, conducting policy studies, updating regulations, participatory development of a performance monitoring system, institutional capacity building and mapping the health sector investment. The proposed intervention contributes to setting a favourable environment for health reforms and provides opportunities for sustainable implementation of SDC health portfolio projects.

Swiss Contribution to the European Endowment for Democracy

Initiated by Poland and launched by the EU with the financial support of a number of European countries, the European Endowment for Democracy intends to promote democracy by supporting "agents of change" in the bordering countries of the EU in the East and in the South. Switzerland is represented in the Board of Governors and supports the endowment with a contribution of 1 million CHF earmarked for grants provided by the European Endowment for Democracy to projects.

With an institutional support to the Network of Associations of Local Authorities of South – East Europe (NALAS), SDC supports the decentralization and democratization processes as well as stability in South East Europe (SEE). NALAS strengthens national associations of local governments and fosters communication and cooperation among them. Through its advocacy activities, NALAS will support local governments in SEE to become more visible and taken into account, both by national governments and European institutions.

The South-Eastern Europe Health Network (SEEHN) brings together health authorities and decision makers from the countries of South-Eastern Europe (SEE), in order to improve quality of health care in the region. Within the Network, health care issues of shared interest for the member states are discussed, good practices shared, and regional health policies developed, fostering modernization of health care systems in the region. In order to ensure sustainability of the ongoing efforts within the Network, the ownership of the SEEHN needs to be transferred from the international community to the countries in the region.

Support to the Reform of Mental Health Services in Moldova

Mental health disorders represent a high burden of disease in Moldova. In 2010, the Ministry of Health (MoH) took systematic and adequate steps to launch a profound reform in this health sub-sector, showing a strong political commitment. With this project, Switzerland is supporting the efforts of the Republic of Moldova towards the improvement of the well-being of mental health service users through access to functional community level Primary Mental Health Care Services.
