WFP Special Operation: Logistics and Telecommunications Augmentation and Coordination in Response to the Hurricane Matthew in Haiti: Additional Allocation
On 4 October, Haiti was hit by a category 4 Hurricane, which severely affected 2.1 million people – among which 1.4 million are in need of emergency assistance. Reports revealed major material damages and important livestock and crop losses up to 80%-100% in certain regions. WFP has planned to assist 806’000 people during 3 months, but the emergency response suffers which a 57% shortfall in funding (over USD 48 million) and its Special Operation designed to provide logistic support to the delivery of the response particularly for hard to reach communities in the mountainous parts where assistance has to be airlifted and is only 50% funded.

| Background | Category 4 Hurricane Matthew violently struck southwestern Haiti (Grande-Anse and Sud departments) on 4 October causing the largest humanitarian emergency in Haiti since the 2010 earthquake. Strong winds, heavy rainfall and wave surges also affected Nippes, Ile de la Gonâve, Sud-Est, Artibonite and Nord-Ouest departments. Nearly 1.4 million people are in need of some type of immediate assistance. According to the Directorate of Civil Protection (DPC), there are over 175,000 evacuees in hundreds of shelters, and about 550 reported deaths. In the mountainous parts of Sud department, there are approx.100’000 suffering a particularly severe food insecurity and their remote locations mean that they cannot be reached with material assistance otherwise than through cost intensive airlifting. On 5th October WPF has set up a Special Operation (SO) to provide strategic logistic support for its own emergency operation and to the wider humanitarian community. |

To date, over 890 passengers and 118 mt of cargo have been transported to 18 different locations on behalf of thirty-eight organisations |
