The Summit aimed at increasing financing for education and closing the global financing gap of USD 39 billion annually. Since 2000, aid allocated to education has decreased by 7% although ODA has increased by 9%.
A high-level Commission on the Financing of Global Education Opportunities was announced at the Oslo Summit. The Global Partnership for Education (GPE) will be represented within the Commission. As a member of the GPE, Switzerland welcomed it.
Strong focus has been put on the funding for education in emergencies and protracted crises. The European Union has announced its objective to dedicate 4% of EU humanitarian aid budget to education for children in emergency situations. Currently, less than 2% of the global humanitarian budget is made available for this purpose. Switzerland also intends to increase significantly its aid for education in the next Message for international cooperation 2017-2020.
The Oslo Summit insisted that the third International Conference on Financing for Development in Addis Ababa commits to a scaling up of investments and international cooperation for education.
